The East Asians wouldn't think this was enough. They would also think of raising productivity, and according to Alice Amsden this is done by rewarding upgrading of firms with fast tracks and unrewarding non-compliance with innumerable little worries.

Of course, they also run lots of government-led and government-funded projects in the spirit of the Apollo project. Projects intended to raise the competence of private businesses by exposing them to non-cooperation if they don't comply.

I think your list is too modest, too afraid of what the rentiers would say. Yes, they would probably scream, but if you don't face them we will go down in the drain and become the new Africa
